Burmese Government Continues Military Offensive in Christian Kachin State

ICC Note: Although the conflict between the ethnic Christian Kachin people of Burma and the Buddhist Burmese military has many dimensions, Christians have certainly been targeted as a result of their religious beliefs. In the past, Burmese troops have singled out Christians for discriminatory treatment. Although the Burmese government is now promising many more reforms, attacks on the people of Kachin continue. ?

12/28/2012 Burma (CIC) - Christian Solidarity Worldwide (CSW) today (Friday, December 28, 2012), urged Burma's military to end its offensive against the majority Christian Kachin people in northern Burma immediately, and called on the international community to put pressure on the government of Burma to engage in a meaningful political dialogue with the Kachin and other ethnic nationalities.

According to news reports, four jet fighters and two helicopter gunships were used this morning to attack Kachin Independence Army (KIA) troops close to their headquarters at Laiza, on the China-Burma border. The aerial attack follows several days of shelling and a significant increase in troop movement and fighting.

CSW says that the Burma Army has been conducting a military offensive against the Kachin since June 2011, breaking a ceasefire that had lasted for 17 years. Over 100,000 civilians have been internally displaced since the war began, and the Burma Army has been accused of grave human rights violations, including rape, torture, destruction of villages, looting and desecration of churches, and killing civilians. The offensive has intensified severely in recent days.

Andrew Johnston, CSW's Advocacy Director, said: "The dramatic escalation in the Burma Army's assault on the Kachin is deeply disturbing. To launch aerial attacks and deploy fighter jets and helicopter gunships marks the most serious intensification in this conflict since the war began.

Google Bait & Switch on Nexus 4 with USB OTG

Just about the only reason I bought this phone was because of an application that would allow me to upload my Garmin sports watch data using the USB port.? Plus, with no SD card the USB port would allow for additional storage.

Now we find that not only is USB OTG not available, but that it is never going to be avilable.?? Google has gone back and modified the manuals to reflect this.

?

Now that Google has pulled the bait and switch on us, is there any recourse?? I've had the phone about three weeks and just signed a new two year T-Mobile contract.

Flying or driving?

Many years ago, we spent three days in Washington, D. C. en route to Boston and Maine (family in both of last two places). This was in the good old days when in-laws had a lake cottage in Maine. Our vacations would last 5-6 weeks total. Miss those days.

ANYway, from central Arkansas, we made that trip in probably 8 days up (including D.C.) and 4 days back, just counting the driving days.

Another year we incorporated a trip through a little part of Canada, as well as Niagara Falls.

Great trips, both of them. I hope you can make it happen.

btw, our eldest lives in Portland, ME. Quite often, he and his gf take the train to Boston, spend a couple days, and head back to ME. They think that is fun.

Depends on how much time you want to spend in each place, I guess. For all that is in it, Boston proper is a fairly small place. You could walk it in an afternoon. "Maine" is pretty vague. Without a more focused idea of what you have in mind, it is hard to comment. DC is huge, painfully urban, IMO well described by JFK's famous line ("a city of northern charm and southern efficiency"), and has a truly enormous amount of stuff to see. You could easily spend half or more of your time there and not really see everything.

I just did a quick look at the mileage. Wash DC > Boston > Bar Harbor > Niagra Falls is almost 1500 miles so you'll have about 30 hours of driving just getting from place to place. Here is a rough itinerary that might work. Not sure where you are coming from but here it goes.

1 day getting to DC
3 days total driving time between major stops
3 days in DC
1 day in Boston
2 days in Maine
1 day at Niagra Falls
1 day getting home from Niagra Falls

That's 12 days of pretty intense sight-seeing and traveling. It's doable and you'll have lots of highlights and memories but you'll still miss a lot. Look at it this way...you'll have lots to see on your next trip to these areas.

No, don't do both (especially starting from the Milwaukee area). My suggestions are to first do the Capitol government (is there still an FBI tour? Your son might love that) and museums, Monticello, Mount Vernon, Williamsburg stuff for one trip, before high school.

Then the next summer or so, do the New England American Revolution sites (Boston, Concord) and American literature (Hawthorne, Thoreau, Dickinson, and Maine's Steven King) and seashores of the Cape and Maine beaches, and swing home through Niagara Falls. And see Fenway Park of course.

Better yet, separately take your DW alone to the Falls and then Montreal for some smoochie smoochie romance.

I agree that New England, Washington DC, and Western NY (Niagra Falls) are three different vacations. By the same token, you can accomplish the equivalent of two vacations in 12 days. But not three vacations.

While you can walk around Boston in a day, that's all you'll be able to do in that day, i.e., walk around Boston. In essence, you can visit the Freedom Trail in a day, enjoying stops along the way such as Faneuil Hall, and perhaps do a duck tour... maybe. But you'll need a lot more time to "visit Boston". If you tried to do it all in a day, you won't be able to fit in a game at Fenway (which might be a very attractive part of a vacation in Boston for some), and you surely won't be able to visit Salem (3/4 day, between the maritime museum and all the Witch trial historical stuff, not to mention the Peabody-Essex Museum if your son is inclined toward historical art and culture in any way).

You can spend most of a full day in either Old Sturbridge Village or Plymouth Plantation (though I would recommending doing both in the same trip, since they "cover the same bases"). You may also want to consider fitting in a whale watching tour while you're here.

Then there's Minuteman National Historical Park, which actually meanders in sections from the Lexington Common ("the shot heard 'round the world"), through the Old Battle Road that winds through Lincoln MA ("The redcoats are Coming!"), complete with restored colonial homes with scheduled and self-guided tours, to Concord and the Old North Bridge. And despite living here for so many years, I only just realized that beyond the Old North Bridge is The Old Manse! (Ralph Waldo Emerson and Nathaniel Hawthorne both called the Manse home for a time.)

And then there's Maine. There are lots of options for spending a day in Maine, though I don't really associate Maine with someplace I'd take a 13 year old to, necessarily. I think there's more than enough to full a full week just within Eastern Massachusetts itself.

And if you think it is difficult to fit "Visiting Boston" into just one week (and after reading what I wrote above, if I did a good job, then you should think it would be difficult to do so), "Visiting Washington DC" in just one week would be even more difficult. The Capitol; the White House; the Washington Memorial; the Jefferson Memorial; the Viet Nam War Memorial; the Roosevelt Memorial; the King Memorial; Arlington National; the Smithsonian itself, and its associated museums - History and Technology (name has changed, but I don't remember what they're calling it now); Air and Space; Frick (art). Then: The National Archives; the Bureau of Engraving and Printing; the Holocaust Museum; Ford's Theater; Kennedy Center. And that's just right off the very top of my head. As I sit typing this sentence a dozen others just popped into my head. And I've never lived there ... that just from my own personal visits to the place, over the years. I'd type some more in, but I've got to get ready for church.

Face it: Your Twitter feed needs an upgrade. You might be only following kids you barely know from high school and college, or the same ESPN'ers regurgitating trade rumors you already see every day, or a stale "comedy" account RT'ing jokes everyone on the Internet has already heard, whatever... Bottom line: It will be useful to be exposed to new people, new information, and new dick jokes in the coming year.

We've culled our feeds to come up with 25 suggested accounts for you to follow in 2013. They're not ranked in order of importance, although No. 1 is arguably in the correct spot. 25. Jimmy Traina

The man who runs Sports Illustrated's Hot Clicks is a one-man machine of delivering news we enjoy seeing, from a funny take on sports (that doesn't ignore its gambling side), to, of course, quality pics of SI's swimsuit models. Norris edges out other Breaking Bad'er and prominent Tweeter Aaron Paul because, well, he's funnier. Hank Schrader just joined Twitter, but he's already poked fun at creator Vince Gilligan, shared exclusive photos from the set (where the final season is being filmed), and, of course, delivered what may be the best Tweet in the history of the social media service.

22. Humblebrag

The gold standard of how to profit off Twitter, comedian Harris Wittels parlayed a popular Twitter account that RTed douchebrags (hey, new word) boasting about their accomplishments under the guise of false modesty into a column on Grantland and a book deal (at the age of 27). Humblebrag has been around for a while, but it's still fun to laugh at the idiots the account features.

Bonus public shaming accounts: Follow @fart to be exposed to RTs of people asking questions that have plagued man for centuries, like "What are clouds?". And follow Neil Hamburger, who sometimes RTs people who complain about having food poisoning from Taco Bell. Yeah, I don't know either, but it works.

21. Mike Birbiglia

A modern master of the one-liner, Birbigs' comedy is perfectly suited for Twitter. Sometimes, though, self-deprecation gets to be a bit too much.

20. Michael Che

We've alerted you to Che before, but it's worth saying again: Keep an eye on this guy. He's one of the country's top up-and-coming comedians, and you're going to want to one day say you knew him before he hit it big. As for his Twitter account... For what it lacks in proper grammar, it makes up in hilarious observations on race and politics and living in the big city. Give him a follow.

Look, I'll just cut to the chase. Rihanna tweets pictures of herself in some state of undress nearly every day. It's worth dealing with the nonsensical thoughts, pictures of Chris Brown, and highlighted Bible verses she'll sometimes weirdly post.

At nearly 1,000 Tweets, it's more or less impossible that GS Elevator is running solely on overheard conversations in the Goldman Sachs elevator anymore, but for politically incorrect humor with a right-wing tinge, you can't beat it. Think of your wildly wealthy friend who you just can't hate because everything he says is too ridiculous.

Robb swears by this one, and I'm not totally sure if it's just a clever parody account of house maven Avicii's ubiquitous flannel shirts, or a really, really clever account making fun of both parody accounts and EDM as a whole. ("Let's make love and listen to old disco records," has me leaning toward thinking it is trolling.) Anyway, it's a solid excuse laugh again at the absurdity that is the Avicii-Ralph Lauren partnership.

Wildly offensive and undeniably hilarious, the Fat Jew doesn't just make videos of hookers reenacting scenes from Braveheart. He also runs a pants-wettingly funny Twitter account. Be warned, though, guys in class/cubicle jockeys with a computer angled toward your boss: He'll throw a more-than-occasional NSFW link up.

'The Hobbit' trumps 'Les Mis' at box office

The dwarfs and elves of "The Hobbit: An Unexpected Journey" prevailed at the North American box office again over the weekend, as its $32.9 million in ticket sales topped both the star-packed musical "Les Miserables" and the western "Django Unchained."

Despite surging past "The Hobbit" on Christmas day with an $18.1 million opening, "Les Mis" managed only third place in U.S. and Canadian sales with $28 million as Christmas shoppers returned from the malls to boost Hollywood's box office, according to studio estimates.

"The Hobbit," in its third week of release, has now grossed $222.7 million domestically, Warner Bros said.

Quentin Tarantino's "Django Unchained," a western starring Jamie Fox as a slave turned bounty hunter, took second with an impressive $30.7 million.

Tom Cruise's crime drama "Jack Reacher," a film that features author Lee Child's former military investigator solving a fatal sniper attack, landed in fifth with $14 million, outpaced by "Parental Guidance," the Billy Crystal-Bette Midler as grandparents comedy, which took in $14.8 million to nab the fourth spot.

Va. Tech edges Rutgers in OT in Russell Bowl

ORLANDO, Fla. (AP) ? Cody Journell kicked a 22-yard field goal on the first possession of overtime to help Virginia Tech beat Rutgers 13-10 in the Russell Athletic Bowl on Friday night.

Virginia Tech (7-6) won its third straight game to avoid its first losing season since 1992.

Rutgers (9-4) had a chance to tie it in overtime, but Nick Borgese missed a 42-yard field-goal attempt to the right.

Virginia Tech trailed 10-0 at the half, then rallied in the final 30 minutes thanks to some timely turnovers and offense. Quarterback Logan Thomas struggled in the first and finished with a pair of interceptions, but also had 192 passing yards and the game's only passing touchdown.

The win also was the Hokies' 12th straight victory over their former Big East Conference rival.

Virginia Tech cornerback Antone Exum, selected the most valuable player of the game, picked off Gary Nova's pass early in the fourth quarter to set up the tying score.

Rutgers seemed to be in command until the opening minutes of the fourth quarter, when turnovers and a sudden surge from the Hokies' offense quickly turned the momentum.

Down 10-0, Virginia Tech took over after Rutgers missed field goal and moved into Scarlet Knights' territory for the first time in the game on a 32-yard pass from Thomas to Dyrell Roberts.

Thomas then found Corey Fuller for a 25-yard strike on the next play, before the drive stalled on the 8. It forced the Hokies to settle for Journell's 25-yard field goal.

Exum intercepted Nova's pass on the ensuing drive, giving the Hokies a first down on the Rutgers 21.

The Hokies found the end zone three plays later on a 21-yard touchdown pass from Thomas to Fuller with 10:56 left as steady rain began to fall.

Virginia Tech defensive end Tyrel Wilson then came up with the defense's second turnover of the night, recovering a fumble inside the Scarlet Knights 40 after Nova dropped a snap while lined up in the shotgun.

An intentional grounding penalty on Thomas forced a punt, though, with less than 7 minutes to play.

They got another chance a few series later, only to see Journell's 51-yard field goal come up short with 2:20 showing on the clock.

Rutgers punted, but got it back just a play later when Thomas' pass was intercepted by Brandon Jones.

The Scarlet Knights came into game ranked 14th in the nation in total defense, surrendering 321.25 yards per game.

It was defense on both sides that controlled the action in the first half as Rutgers took a 10-0 halftime lead.

The Scarlet Knights were the most effective offensively, managing a modest seven first downs and a field goal. But the Scarlet Knights came up empty on their best drive of the half, failing to convert on a fourth down pass play inside the Hokies 35.

Virginia Tech struggled throughout, though, tallying only 73 total yards in the first two quarters. Thomas was also sacked twice and intercepted late in the half, which severely hampered an offense that never made it into Rutgers' territory.

Penalties also bent in Rutgers' favor. Virginia Tech was penalized eight times for 60 yards. The Scarlet Knights weren't whistled for any penalties in the half.

A miscue by Virginia Tech on the opening drive of the game produced the game's first score.

Hokies center Caleb Farris sent his second snap of the night sailing past Thomas and into the end zone.

Thomas scrambled back to pick it up, and tried to run it out, but he was instantly swarmed and lost the ball as he was tackled. It was eventually recovered by Rutgers linebacker Khaseem Greene for the touchdown.

Notes: The game was the lowest scoring the bowl's history. It surpassed Stanford's 24-3 win over Penn State in 1993. ...The game also set a bowl record with 20 punts, passing the previous record of 19 in the 1991 matchup between Alabama and Colorado.

Gonzaga had every chance down the stretch to take the lead but couldn't make the crucial free throws while Washington State did.

With the Cougars holding the 52-48 advantage at 3:22 after two made free throws by Mariah Cooks, redshirt freshman Shaniqua Nilles was fouled and sent to the line for the bonus. Nilles unfortunately missed the front end and the Cougars grabbed the defensive rebound.

Both teams missed their next two field goal opportunities, including a jumper by WSU's Tia Presley. Junior Haiden Palmer came down with the defensive rebound on Presley's shot and was fouled one second later but the guard, who was 3-of-6 before stepping up to the free throw line once again, missed the front end of the one-and-one like Nilles.

Washington State couldn't extend its lead though, missing yet another jumper which resulted in sophomore Sunny Greinacher bringing down the rebound and getting fouled with 1:52 left in the game. This time the Zags were in the double-bonus but Greinacher missed both shots.

The dagger came 1:13 later when WSU's Lia Galdeira drained a 3-pointer with the shot clock running down to extend the visiting team's lead to 55-48 with 40 ticks left in the game.

Sophomore Keani Albanez was able to hit a 3-pointer of her own with 22 seconds left to cut the lead back to four but two made free throws by Galdeira closed the door on any hope of the Zags making a comeback.

"They [WSU] gave us every chance to stay in the game," explained Gonzaga head coach Kelly Graves. "Ultimately we went 7-of-17 from the free throw line. If we make four of the six in a row that we missed there at the end and we lead. It was one of those games where the team that made the fewest mistakes was going to win. Unfortunately we made the most mistakes."

The first half was owned by Gonzaga as it built a nine point lead six minutes into the contest and held a 14-point advantage - 26-12 - with 5:57 remaining before intermission. The Bulldogs went into the locker room with the 32-28 lead and was led by both Palmer and redshirt freshman Shelby Cheslek who tallied eight points each.

Washington State opened the final 20 minutes on a 14-5 run and captured its first lead of the game - one it would not relinquish - since holding a 4-2 edge at the 18:44 mark of the first half on a 3-pointer by Sage Romberg which put the score at 40-37 with 14:00 left in the contest.

The closest Gonzaga got to the lead after Romberg's three was two points on three different occasions, the last coming at the 3:43 mark when Greinacher drained a jumper to put the score at 50-48.

The Bulldogs, who dropped to 10-4 on the year, were led by Palmer with 13 points. Greinacher added eight points and had a game and career-high 10 rebounds.

Washington State (4-7) was led by both Presley and Cooks with 15 and 12 points, respectively.

Gonzaga now focuses its attention on West Coast Conference action. The Bulldogs open league play Thursday hosting the University of San Diego at 6 p.m.

Facebook Is Wikipedia's Most Popular Article Of 2012: Hot Topic Or ...

What was the most viewed article on Wikipedia this year? The one about Facebook. Is Facebook really that popular of a Wikipedia topic? Perhaps, but more likely, confused searchers are getting to the Wikipedia page rather than Facebook itself.

Yesterday on Toolserver.org, a service of Wikipedia Germany, lists of? the Top 100 most viewed articles for 2012 were released. The data mining was done by Johan Gunnarsson, a computer science student in Sweden.?Rankings for 35 different Wikipedias (by language) are available.?You can find all of the lists here.

Here?s a look at the Top 10 most viewed articles on the English Wikipedia during 2012.

The 100th most viewed article ?Stephen Hawking? with 7,177,539 views.

Aside from the popular culture of the day (One Direction, The Dark Knight Rises, The Hunger Games, etc.) it?s likely that the two most viewed articles included many visits from confused users who for one or more of many reasons landed on the page.

Why?

In several of the articles I?ve seen since these lists were released the most likely answer is confused users. I concur.

On AllThingsD, Liz Gannes gets input from Jay Walsh, a Wikimedia spokesperson:

First, that users are typing Facebook into an integrated search engine in their browsers intending to go to the site and end up on Wikipedia (which could be a self-reinforcing habit based on search history).

And second, as Walsh put it, ?It?s quite possible that these numbers confirm general, high-level interest and curiosity about top Web properties ? their history, policies, background, etc.?

There is tendency for those of us who live and breathe search and information retrieval 24x7x365 to think of these people as simply confused, lost, ?out of it?, or as seen in a headline from a news service provided by a major search provider, ?dummies?.

A couple of weeks ago Experian announced that the most popular search term of 2012 was Facebook. Some of the other most popular search terms for the past two years include:

  • YouTube
  • Craigslist
  • eBay
  • Yahoo

While some or even a lot these ?navigational? searches are likely from people who don?t have the page bookmarked (if they even know that you can bookmark) or want enter those same letters into the navigational bar directly I think we?re also seeing some of the same confused users we?re pointing out at Wikipedia.

Nothing New

Being able to identify what are most likely sizable amounts of confused and uneducated users in year-end rankings is nothing new.

For example, seven years ago I wrote that the most popular search terms for 2005 on Dogpile included Google, Yahoo and eBay. What made this even more interesting and illustrated confusion about how search works is that Dogpile included results from Google and Yahoo at that time.

Taking a look back at the most viewed articles on Wikipedia during 2008 and 2009 we also see some of the same articles on this years list.

The most viewed Wikipedia article on the 2008 and 2009 lists was ?Wiki?. This year, it?s number two.

  • Facebook was the 5th most viewed article in 2008 and 10th in 2009
  • YouTube was the 2nd most viewed article in 2008, 5th in 2009, and 12th this year.
  • Google was the 21st most viewed article in 2008, did not appear on the list in 2009, and 9th this year.

The bottom line is that what we?re seeing in 2012 is far from new. In fact, it?s a very old issue and confused users should be a concern.

The entire industry and several related professions needs to do more to develop a more web and digitally literate Internet users. It?s not possible to reach everyone but that doesn?t mean we can?t reach some, even a few.

It?s not that nothing is being by the industry along with school, library, and government projects but rather more needs to be done by all of us.

Just taking a few minutes to share a few pointers with your nieces, uncle, or neighbor can make a difference. Everyone is a searcher these days or at least they think they are. Saving people time, effort, and aggravation can turn you into a hero.

By the way, it?s not only the most basic browser, navigation, and search but also, perhaps most important, having some skills to judge the quality (currency, accuracy, source, etc.) of the info people find on the web.

So, next time you come across statistics that show what are most likely confused users try to keep your head shaking and scratching to a minimum and ask yourself how can you contribute to make these people educated to how the web and web tools work.

It is best to have 3 months of working capital in the bank to cover any contingency. (Remember, a business never goes to zero revenue overnight so the capital can last 6-9 months in a downturn.) This will prevent an entrepreneur from having to negotiate debt or investment terms when they are financially desperate.

4. Not focusing on the shareholder returns.

Gaming Lobby Has Already Poured Nearly $1 Million Into Push to ...

The state legislature won't convene for another couple of weeks but, as we've noted previously, the biennial push to legalize gambling in Texas is already well underway. With that push comes the flood of money to grease the legislative machine.

Already, gambling interests have poured in nearly $1 million in advance of the 2013 legislative session, according to the San Antonio Express-News:

Texans for Public Justice, which tracks money in politics, found that gambling interests donated $1.6 million to Texas political action committees and candidates going into the 2010 elections.

TPJ, in a check of reports available for this year, found top gambling PACs from 2010 donated more than $904,000 this cycle. The total included only reports covering up until eight days before the election, so the total is sure to be higher.

According to Let Texans Decide, the Chickasaws and Choctaws, which have Oklahoma casino operations, have given Texas candidates five times as much as they gave Oklahoma candidates since 2008 -- more than $807,000 in Texas compared to nearly $152,000 in Oklahoma. The Chickasaws also have invested in a Grand Prairie track.

Let Texans Decide, backed by Penn National Gaming and the Sam Houston Race Track, is the group spearheading the push to legalize gambling. In recent weeks it's been dropping tidbits of news -- for example about "unchecked crime" at underground game rooms -- to bolster its central argument, which is that Texas is losing billions to surrounding states by continuing to bar gambling. Figures cited by the group predict that legalizing gambling would bring $8.5 billion in economic activity and $1 billion in additional tax revenue.

Those arguments, being trotted out for the umpteenth legislative session, are familiar. So are those in opposition: The revenue estimates are overblown, a repeat of the grand promises that came during the push to allow pari-mutuel betting at horse tracks; that relying on gambling as a revenue source is unconscionably regressive, since it generally attracts poor people; that gaming is a social ill that Texas shouldn't countenance.

The legislature has always sided with the opponents and shows no sign of changing track. Tommy Williams, a Republican state senator from the The Woodlands who chairs the Senate's Finance Committee, told the Express-News there was little chance that any new proposal will pass either chamber, particularly given the freshman class of legislators, who are very conservative. That won't be for lack of trying. Or money.

Police: Cowboys' Brent had 0.189 BAC after crash

DALLAS (AP) ? Dallas Cowboys nose tackle Josh Brent was driving with a suspended license and had a blood-alcohol content more than twice the legal limit at the time of the car crash that killed teammate and friend Jerry Brown, according to documents released by police Thursday.

The 24-year-old Brent was tested after the crash in the early hours of Dec. 8 at 0.189 percent, well above the Texas limit of 0.08. One police report said Brent was intoxicated, driving over the speed limit and swerving out of one lane when he struck a curb in Irving, a suburb of Dallas, causing the car to flip over.

The crash report also says Brent was driving with an expired and suspended driver's license obtained in Illinois, where he pleaded guilty three years ago to driving under the influence, a misdemeanor.

Brown was pronounced dead at a Dallas hospital. Brent was arrested and indicted Wednesday on one count of intoxication manslaughter. He faces up to 20 years in prison if convicted, though he could also receive probation. Brent is free on $100,000 bond and required to wear an alcohol monitor. His attorney, George Milner, did not return a phone message left Thursday morning.

Authorities say they also found an unopened bottle of Cognac liquor in searching Brent's Mercedes sedan, along with "multiple receipts" and his iPad and cellphone. Brent and Brown reportedly spent at least part of Friday night at the club Privae Dallas. The iPad and cellphone found in the Mercedes have information "from the events prior to and during the crash that will aid this investigation," other warrants said.

The 25-year-old Brown was on the Cowboys practice squad and played with Brent at the University of Illinois. The two men have been described as close friends. Brent has been placed on the NFL reserve/non-football illness list and won't play again this season.

No court dates in his case have been scheduled.

Heath Harris, the first assistant Dallas County district attorney, said prosecutors hoped to turn over evidence to Milner as soon as possible. He said he wanted to have the case tried "as quickly as possible."

"It has the potential to send a strong message about how we feel about our intoxication laws," Harris said.
