Campaign advisors stated President Barack Obama was aware of his poor performance in the first presidential debate against Republican nominee Mitt Romney, and plans to show passion and energy in Tuesday's debate.

Since that first debate in Denver on Oct. 3, polls indicate Romney has erased Obama's lead heading into the Nov. 6 election. Obama and Romney debate again on Tuesday at Hofstra University in Hempstead, New York. The third and final presidential debate will take place on Oct. 22 in Florida.

"Obviously, the president was disappointed in his own performance. He didn't meet his expectations," Obama campaign adviser Robert Gibbs told the CNN program "State of the Union," referring to the first debate.

"He knew when he walked off that stage and he also knew as he's watched the tape of that debate that he's got to be more energetic. I think you'll see somebody who's very passionate about the choice that our country faces - and putting that choice in front of voters," Gibbs added.

The Romney team sounded unimpressed. "Well, the president can change his style. He can change his tactics. He can't change his record. And he can't change his policies. And that's what this election is about," Romney campaign adviser Ed Gillespie told CNN.

"I think the race is very close. I think the wind is at Governor Romney's back, and there's clearly momentum. You can see it on the trail, you can see it in the data," Gillespie said in a separate appearance on "Fox News Sunday."

In contrast to Obama's listless debate performance, Vice President Joe Biden was far more assertive in his debate on Thursday night with Romney's running mate Paul Ryan in Danville, Kentucky.

Another Obama campaign adviser, David Axelrod, told the "Fox News Sunday" program: "I think he's going to be aggressive in making the case for his view of where we should go as a country, a country that's built around a growing, thriving middle class, not this top-down theory that Governor Romney has."

"But the other thing he's going to certainly do - I mean, we saw Governor Romney sort of serially walk away from his own proposals - certainly the president is going to be willing to challenge him on it as we saw the vice president challenge Paul Ryan," Axelrod said.

Consulting Income Report: October 2012 - Start My Consulting ...

As many of you know,?I share my consulting income details?for a few reasons:

If you?re just starting out, building a business will take hard work, patience, and persistence. But the rewards can be far beyond what being an employee can provide.

Overall, my consulting income was a little more compared to the prior month (by about $100), but has been consistent over the past few months?which is good, since big swings in revenue (especially low-billing months) make the next month or two pretty stressful when it comes time to pay bills. :(

Here are the numbers:

  • Total worked: $15,450.00
  • Average hourly rate: $160.94
  • Number of clients billed: 8
  • Average days to bill (this is the average number of days between when I actually do the work and when I bill the client): 9

Those numbers have been pretty similar over the past 4 months, which is good, since it makes my cash flow more consistent.

In addition, since I began invoicing my clients twice a month (at the beginning of the month and around the middle of the month), my average days to bill has been more than cut in half. This means that I?ll end up collecting cash for the time worked much sooner?which is a great thing.

You might notice that my average hourly rate is less than my old-client rate ($165) and my new-client rate ($175); that?s because I chose to discount some of my time for a new client on a project that went a bit over my initial estimate. Yes, I did an off-the-cuff estimate for what I thought was going to be a small project, but which turned into a more involved one. As soon as I realized that it was going to exceed my original estimate, I told the client, but should have communicated it to the person who?s actually in charge of paying my invoices. In any case, I ended up discounting some of that time?and prominently displaying the discount on the invoice?as a way to earn trust with the client, since I?m confident that the client will have additional work for me in the future. Lesson learned.

Some of you have asked what my expenses are, and to include them in the monthly income reports. I?m happy to do that. A couple things to keep in mind:

  • Some of my expenses are only paid annually; I?ll report those as they come up. But in the meantime, you can get a sense of how much I pay in expenses each month.
  • I pay myself a salary as an employee (and take distributions from my s-corp). For now, I?m omitting how much in taxes I pay (federal withholding, state withholding, Social Security, and Medicare), since depending on your situation, where you live, how many exemptions you claim, etc., your taxes are virtually guaranteed to vary wildly from mine. One thing I find helpful is claim 0 exemptions and also withhold extra federal and state income taxes; that way, I don?t have a huge tax bill come April when I file my personal income taxes. So far, I?ve been pretty accurate at estimating how much I?ll need to pay, and then pro-rate how much I need to withhold each month.
  • Likewise, I haven?t included health insurance premiums in the total. I currently pay $1,207 each month in health insurance premiums (which covers myself plus my family). However, depending on your circumstances, what you pay for health insurance may vary wildly from what I pay.

Anywho, here?s the expense total for the prior month: $1,162

That expense total includes things like:

  • rent
  • internet
  • cellphone
  • accountant fees
  • Skype service renewal
  • subcontractor payments (for services which I billed and was paid by clients)
  • business-related books, and
  • business coaching.

Keep in mind though, when I first started my consulting business, my expenses were MUCH lower?probably in the range of under $100 per month.

Frankly, at the start of a month, I typically have maybe 20-30 hours of billable work that?s ready & waiting for me to complete. That means that I still need to get roughly 60 billable hours of work for the month?that?s a lot of hours, roughly 2/3 of what I?d like to work each month. That?s a pretty steep hill to climb every month.

But there?s a funny thing. Since I have a fair number of clients?several dozen for whom I?ve done work since I started my consulting business, and a couple dozen for whom I?ve done work within the past 6-10 months?the work usually trickles in on its own, instead of me having to chase around and do cold calls to drum up business.

Essentially, a lot of my marketing is automated: new clients seek me out and contact me for new projects.

The marketing tasks that I actually do are typically follow-up calls to clients and prospects who?ve contacted me to discuss a specific project, but weren?t ready to start work on it just yet. So, I?ll call and check in with them, ask where the potential project stands, if they have questions, etc. A lot of times, these check-in calls end up turning into billable work?often for new projects that are unrelated to the original project for which the client contacted me.

So, those check-in calls are a way to bring in new business, without being very sales-y. Just a friendly check-in, essentially tending my orchard.

The 11.6-inch screen adds capacitive touch and 10-finger tracking to the gorgeous 1920-by-1080 resolution IPS display, which not only looks great, it's also a huge step up from the 1366-by-768 resolution display seen on the likes of the Samsung Series 7 Slate (700T1A) or the Toshiba Portege Z935-P300 ultrabook. Gorilla Glass protects the screen from scratches and scuffs, which is important, because even when closed?in tablet form?the display is exposed. One maddening quirk: The touch screen would occasionally stop registering touch input while in laptop mode. Sometimes this could be fixed by switching into tablet mode and back; other times it required power-cycling the laptop. When touch is a major feature in your device, it behooves you to make sure that it works properly.

When closed in tablet mode, the Duo 11 measures 0.71 by 12.60 by 7.84 inches (HWD) and it weighs only 2.9 pounds thanks to a lightweight magnesium-alloy frame and glossy black plastic chassis. It's thin and light enough for use as a tablet, but weight isn't the only factor to consider. The burnished black plastic gathered not only smudges, but also scuffs, which you don't want to see on a device that will be handled constantly. The angular lines of the VAIO Duo 11 are in keeping with the design ID used throughout the VAIO line. It looks great while the Duo is in laptop mode, but the jutting angles and sharp edges aren't comfortable to hold in tablet mode. If there's a flaw in the design, this is it.

The chiclet keyboard is smaller than those usually seen on 11-inch laptops, with no palmrest to speak of, and a shallow typing depth, even for an ultrabook. The full-size keyboard also has slightly undersized keys, making the spacing a bit wider than you'll find on most chiclet keyboards. In the center of the chiclet keyboard is an optical mouse, similar to the optical trackpoint seen on the Lenovo ThinkPad Tablet 2. The optical sensor has a polished, rounded surface, which fingertips glide over easily, but it's a different experience than you'll have with a regular trackpad because it's highly sensitive. The mouse buttons are located on the edge of the keyboard, just below the spacebar. The size and dimensions of the hybrid laptop don't provide room for a palmrest.

Finally, Sony overlooked what should have been a basic detail. The Duo 11 comes with a digitizer stylus for handwriting and drawing with the tablet, but nowhere on the tablet will you find either storage for the stylus or any sort of tether point to attach it to. Sony does offer an accessory sleeve for the Duo 11, which includes stylus storage, but without it, the average user will find their laptop and pen separated rather quickly. Thankfully, any Wacom digitizer stylus can be used. Aside from this oversight, using the stylus is great, with 256 levels of pressure sensitivity and automatic palm-rejection letting you rest your wrist on the screen as you would with pen and paper, without causing any problems.

Features
Because the VAIO Duo 11 doubles as a tablet, you'll also find ports and buttons all over the device, rather than grouping them entirely on the right and left sides of the chassis. Some of these connections are standard for ultrabooks, like two USB 3.0 ports (one with power for charging devices while the system is asleep), a card slot (SD/MS), a compact Ethernet port, and 3.5mm stereo headphone jack. Bluetooth 4.0 lets you pair the latest Windows 8 peripherals, and 802.11n Wi-Fi keeps you connected as you roam from room to room. An HDMI port and VGA output let you connect to an external HDTV or monitor, but the Duo 11 is also WiDi-capable, letting you wirelessly stream through any WiDi adapter, like the Netgear Push2TV.

Business users aren't left out either, as the VAIO Duo 11 has integrated Trusted Platform Module (TPM), Symantec Validation and ID Protection Service (VIP), Intel Anti-Theft Technology, and a connection for a desktop port replicator.

Others features have clearly come from the tablet side of the equation, such as the front- and rear-facing 2.4-megapixel cameras and the screen rotation lock button. Internal sensors now include GPS, Accelerometer, Gyro, and Digital Compass. Newer features not seen on previous laptops or tablets include the soon-to-be-ubiquitous Windows Key button, effectively a physical home or start button on the front of the tablet, which duplicates the function of your keyboard's Windows key. Other physical action buttons include volume controls and a screen orientation lock button. Finally, Sony has also built-in Near-Field Communication (NFC) technology, used for pairing the Duo 11 to any device with Sony One-Touch technology, such as the Sony SRS-BTM8 Bluetooth wireless speaker and MDR-1RBT Bluetooth headphones.

Sony has outfitted the VAIO Duo 11 with a 128GB SSD, which makes for speedy two-second boot and wake times, and boosts day-to-day performance. It's the same capacity offered in the Toshiba Portege Z935-P300, but the Asus Zenbook Prime UX32VD-DB71 offers a larger 500GB spinning hard drive?because of the moving parts, traditional hard drives aren't well-suited to tablets that will pick up and move in normal use. There's also no room for an optical drive in the slim confines of a convertible ultrabook, so those still using DVDs will need an external drive.

Sony doesn't waste the chance to share a number of preinstalled programs and apps. Performance
Sony VAIO Duo 11 (D11213CX) The VAIO Duo 11 is equipped with the same third-generation Intel Core i5-3317U processor (1.7GHz) used in the Toshiba Portege Z935-P300 and other ultrabooks. The VAIO Duo 11 posted a solid 2.4 point score in Cinebench R11.5, identical to the score of the Toshiba Z935-P300, which uses the same processor. Paired with 8GB of RAM and the aforementioned 128GB SSD, the VAIO Duo 11 offers decent productive capability, as evidenced by its PCMark 7 score of 4,648 points. While it falls short of the Toshiba Z935-P300 (5,477 points) it's significantly more powerful than the Samsung Series 7 Slate (2,352 points) which sports a second-generation Intel Core processor, and is one of the few x86 Windows tablets we've reviewed up to this point.

Sony VAIO Duo 11 (D11213CX)

Intel's integrated graphics processing (Intel HD Graphics 4000) provides enough visual oomph for multimedia and casual games, which is perfect for the touch-based gaming available on the Duo 11. As a result, it scored 1,117 points in 3DMark 11 (on Entry settings), and completed the updated Handbrake video encoding test in 1 minute 25 seconds. For most media tasks, like editing photos or loading graphics-intensive Web pages, this is more than enough graphics capability. High-end gaming, however, is out of reach on this system, as evidenced by unplayable scores in both of our gaming tests, Heaven and Alien vs. Predator; both tests produced an unplayable 12 frames per second when set to lower resolution (1366-by-768) and medium detail (anti-aliasing off).

The VAIO Duo 11 lasted 3 hours 9 minutes in a video rundown test, falling short of the 4:45 Sony estimates in press materials. While the test isn't as varied or detailed as MobileMark?our normal battery test?it does paint a clear picture for the average user. Three hours may make it through two (shorter) movies back to back, but isn't enough time to take you through a full day of work or school. It's especially irritating in the tablet form-factor?plugging in a laptop isn't that big a hassle since they are fairly stationary during use, but it will seriously cramp the use-it-anywhere convenience of a tablet.

While there will be plenty of comparisons made in the coming weeks, the Sony VAIO Duo 11 doesn't make the best first-impression for the emerging hybrid ultrabook category. As an ultrabook the Duo 11's awkward keyboard and short battery-life hamper the productive potential it might have had. As a tablet, the design is uncomfortable and the short battery-life cripples the convenience and entertainment value. The Sony VAIO Duo 11 shows promise, but there's plenty of room to improve.

Italy: teachers and students protest over cuts in 90 cities ? Revolting ...

Italian students staged demonstrations Friday in 90 cities to protest against ?the sale of public schools and destruction of universities? in action that coincided with a national teachers? strike.

?We are demonstrating to state our total opposition to the draft law 953 which would scrap students? representatives in school boards and would enable private companies to enter our schools,? said Roberto Campanelli, national coordinator of the Unione studenti, in a statement ahead of the protests.

Another measure opposed by students, said Luca Spadon, the national spokesperson of the activists? ?Link Coordinamento universitario? is the ?rise of fees for students who have not completed their university studies in time and lowering scholarships, dramatic measures which will not allow many to go to university?.

Demonstrations were set to place all day in all of Italy?s main squares ?to highlight to the country the dramatic situation suffered by students who have been hit by the crisis in an unprecedented way and who want to change schools and universities in a democratic process?, said the statement of the students? union.

Students marching in Turin carried a banner directed at the education minister that read ?Profumo, king of sticks.? They also threw carrots at the regional education office with two sacks were emptied in front of the the building and more carrots stuffed into the doors.

?Profumo told us that with students you had to use the carrot and the stick. Last time they used the stick against us,? the student protestors, in reference to their brutal treatment at the hands of the police during mass nationwide demonstrations on October 5 that left 20 students injured. ?Today we are responding with carrots.?

The government of unelected former Goldman Sachs advisor Mario Monti has just hacked another 200 million euros off the education budget.

Teachers, called out today by the CGIL union, are also protesting against proposals to increase teaching hours and want thousands of teaching staff on ?precarious? job contracts given permanent employment.

Although an extremely wealthy country, Italy has long neglected state education and successive rounds of spending cuts have added to the problems facing schools and universities. This includes the state of the buildings, with one recent study?finding more than 20% of Italian schools were not safe.

?8 billion has been axed from education spending since 2008 with 120,000 teachers laid off, according to trade unions.

Higher education spending has been cut by a ?1 billion over the past three years and overcrowding is a major problem at dozens of institutions: on average, the ratio at Italian universities is 19.5 students per teacher, compared to an average of 15.4 students per teacher for other EU member states.

The number of academic staff and researchers has decreased from 64,000 to 54,000, making Italy a laggard in the EU despite government claims that it wants Italy to become boost hi-tech and knowledge industries.

Germany holds firm on Greece as IMF pressure mounts

TOKYO (Reuters) - Germany held firm on Friday in insisting it was too soon to say Greece deserved more time to meet its budget-cutting goals even as the head of the IMF laid out the case for leniency.

Greece, Spain and the euro zone's slow progress toward debt reform was center stage at International Monetary Fund meetings despite Europe's best effort to step out of the spotlight.

IMF Managing Director Christine Lagarde, sitting next to Germany's finance minister, said Athens needed more breathing space. "Given the... lack of growth, given the market pressure, given the efforts that have been undertaken, a bit more time is necessary," she said, amplifying on remarks made on Thursday.

In a softening of earlier advice, the IMF has argued that forcing Greece and other debt-burdened countries in Europe to reduce their deficits too quickly is counter-productive because it hurts the economy.

The shift was welcomed by some emerging market countries as well as long-time critics who say that the tough conditions attached to IMF loans inflict undue economic pain and make it harder for countries to grow their way out of debt.

"We have been arguing for some time that single-minded and draconian fiscal policies may be counterproductive and have a tendency to backfire," said Brazilian Finance Minister Guido Mantega.

But Germany, Europe's largest creditor country and the key to any lasting fiscal reforms, pushed back and said reversing course on promised deficit reductions would weaken credibility.

Finance Minister Wolfgang Schaeuble said Europe had made plenty of crisis-fighting progress, echoing comments from other European officials who said there should be greater attention paid to U.S. fiscal troubles.

He criticized Lagarde for calling for flexibility even before the "troika" of Athens's lenders -- the IMF, the European Union and the European Central Bank -- wrap up a review of their 130 billion euro bailout program for Greece.

"Until we have the troika report, we must not speculate," he said.

Lagarde and Schaeuble shared the stage as part of a panel discussion, their first public joint appearance since the IMF head surprised investors on Thursday by stating unequivocally that Greece and Spain needed more time.

Spain's economy minister, Luis de Guindos, said there was "absolutely" no political resistance from within the euro zone to a Spanish bailout request, an apparent reference to Germany. Spain is under pressure to seek a bailout as it struggles to rein in central government spending.

U.S. officials have expressed support for giving European countries extra time to deal with their debt.

CHANGE OF TUNE

The IMF's change of tune on the speed of budget cuts stems from research it released this week showing that aggressive fiscal consolidation crimps growth more sharply than previously thought.

It also reflects a desire by Lagarde, a former French finance minister, to demonstrate the IMF is willing to get tough with Europe. Big emerging economies, who have helped top up the IMF's crisis-fighting coffers, had worried about the Fund's independence.

"Let us not delude ourselves: without growth, the future of the global economy is in jeopardy," she said.

"One lesson is clear from history: reducing public debt is incredibly difficult without growth. High debt, in turn, makes it harder to get growth," she said.

Nobel prize-winning economist Paul Krugman called the IMF's new research, contained in its latest World Economic Outlook, "an extensively documented exercise in hand-wringing."

"Kudos to the Fund for having the courage to say this, which means bucking some powerful players as well as admitting that its own analysis was flawed," Krugman wrote on his blog.

FASTER REFORMS

While the IMF has advocated a slower approach to debt reduction, it urged swifter policy action, both in Europe and the United States, to remove economic uncertainty and help lift anemic global economic growth.

The IMF meetings officially started on a regal note, with Japan's crown prince in attendance. Lagarde followed with some blunt warnings for the Fund's 188 member countries that they were losing momentum in reforming the global financial system, a running message from the IMF in the buildup to the meeting.

She said it was not much safer than in 2008, when the collapse of Lehman Brothers triggered a global meltdown.

In Europe, the IMF wants to see more progress toward promised reforms that would create a tighter fiscal and banking union.

In the United States, the IMF has sounded the alarm over the "fiscal cliff" of automatic spending cuts and tax increases that take effect early next year unless Congress acts. Without action, the tightening could plunge the economy back into recession, the IMF said.

"We need to move beyond the system that gave us the crisis - a financial sector where some, as the ancient Greeks might say, toyed with hubris and unleashed nemesis," she said.

The Fund lowered its global growth forecast this week for the second time since April. Host Japan offered another reminder on Friday that its own economy was losing steam as the government downgraded its forecast for a third straight month.

But many officials pointed out that the global economy is still growing, and expressed confidence that Europe would find a way out of its mess.

"In Europe, the decision-making process is slow and cumbersome. But it's always delivered in the end," said Portuguese Finance Minister Vitor Gaspar.

Bright Venus and Moon to Shine in Friday Morning Sky

With daylight saving time still in effect across most of the United States and Canada, the sun is now rising at many localities after 7 a.m. local time. That means dawn is coming late, so a lot of people may head out to work or school these days under a fairly dark sky.

On Friday morning (Oct. 12), early risers will be in for a treat as the two brightest objects in the night sky approach each other?to make for?a lovely celestial scene ? something to admire while you're perhaps waiting for the bus or train.

Looking low toward the east-northeast beginning around 4 a.m. local time, you'll see a narrow waning crescent moon, just 12-percent illuminated. Situated about 7 degrees above and to its left?will be the brilliant planet Venus.?(Your clenched fist extended at arm's length measures roughly 10 degrees across).

By the time sunrise comes about three hours later, this eye-catching?pair will appear about one-third of the way up from the southeast horizon to the point directly overhead (the zenith). [Amazing Photos of Venus, the Moon and More]

Keep in mind that when you?re looking at the moon, it lies some 232,000 miles (374,000 kilometers) from Earth. Meanwhile, Venus is more than 450 times farther away from us, at a distance of 105 million miles (169 million km).

Here's a question you might want to ponder early Friday as you gaze at the celestial duo: Which is the?brighter of the two?? ??????

At first glance you might think it's Venus, which gleams with a sharp and steady silvery light.?In fact, in very dark locations, this beacon of the night can cast a faint but distinct shadow. At magnitude -4.1, Venus currently shines 11 times more brilliantly than Sirius, the brightest star.?(In astronomy, lower magnitudes signify relatively more luminous objects.)

But the planet still doesn't outshine the slender sliver of a moon, which will be just three days from its new phase.

In fact, the moon is more than 27 times brighter than Venus.?The reason this may be difficult to believe is that, whereas all of Venus' light is condensed into a dot in the sky, the light of the moon is spread out over a much larger area.

Keep your eyes on the moon and Venus as the sky lightens up.?After sunrise Friday, you'll still be able to see the moon easily.?And using Earth's nearest neighbor as your benchmark, you should also have little trouble spotting Venus, which will appear as a tiny white speck against the blue daytime sky. See how long you can follow them through the course of the day.

Rihanna Unveils 'Unapologetic' Album Cover, Confuses Everyone ...

Update: Turns out the album is, in fact, titled Unapologetic, according to a tweet from Rihanna, and will be released November 19.

For weeks, every member of?Rihanna?s #Navy has been sitting on their hands breathlessly anticipating news of the Bajan banger?s latest album, and their patience was finally rewarded this morning, when Ri took to Twitter to share the first details of her upcoming LP. Impressively, though, she managed to bungle what should have been a fairly simple tweet: First, she posted the cover artwork on Instagram with the cryptic message, ?Find the?#ALBUMTITLE?in?#allBLACKeverything?on the?#COVER.? This led fans to feverishly speculate that the album was titled either Side Effects or Unapologetic.

But?as the Internet lurched into a frenzy and Twitter bent to the point of breaking (okay, not really), Rihanna then deleted that initial tweet, instead posting a string of new tweets leading fans to believe that the initial speculation had been wrong. Confused yet??

After deleting her initial tweet, she posted:

One thing is for sure: She looks bangin? with that pixie haircut and the dark, seductive lipstick, and the scrawled handwritten words create a cool effect. Let?s just hope those #hashtags on the #album #cover won?t look incredibly embarrassing a few years from now.

Drop that pipe! Santa quits smoking for Christmas | Health Blog

?Twas the night before Christmas, when all through the house. Not a creature was smoking, not even?SANTA.

Yes, that?s right. Smoking cessation advocate?Pamela McColl decided that the iconic picture of Santa puffing on his pipe in ?Twas the Night Before Christmas was sending a bad message to kids, so she cut it out along with this verse:???The stump of a pipe he held tight in his teeth, and the smoke, it encircled his head like a wreath.?

McColl, who also works hard to pressure movies and media to limit depictions of smoking, has a point. The Centers for Disease Control and Prevention has stated that ?Exposure to onscreen smoking causes youth smoking initiation? and has been actively tracking the number of incidents of tobacco use in movies in the U.S. as part of a strategic plan by The Department of Health and Human Services to reduce youth exposure to onscreen smoking.

In addition to cutting out Santa?s pipe, McColl also wants readers to know that her Santa also shows he cares about the arctic polar bears by wearing fake, not real fur. Verizon-bound Nokia Lumia 822 surfaces in leaked photos

We caught a glimpse of a Verizon-branded Windows Phone 8 handset by the name of Atlas in a leaked image yesterday, and now new photos give us a closer look at the smartphone. According to WMPoweruser, who received the photos from a tipster, the device is a Nokia Lumia 820 variant and will be exclusive to Big Red as the Lumia 822. Though it's riffed on its progenitor's design, the mobile will keep the same WVGA resolution and 8-megapixel rear-facing camera. There's still no official word from Verizon or Nokia regarding the phone, but we expect that to change relatively soon.

Taiwan enters island fray, but China and Japan shrug

Boats from China and Japan chased each other around a set of disputed islets, setting off a diplomatic crisis. But when Taiwan entered the fray, neither side seemed to care.

The government in Taipei said last week it wanted to be a peacemaker in a sovereignty dispute involving a set of uninhabited islands in the East China Sea. Boats from China and Japan had chased each other around the islets they both claim, setting off mass protests in China that sent Sino-Japanese relations to a new low.

Then this week, Taiwan stopped talking about peace as 12 of its coast guard vessels escorted some 50 Taiwanese fishing boats to the islets, a sort passive-aggressive reminder of its own claim to islets that are 137 miles from Taiwan. Japan controls the islands, which it calls the Senkakus, and sprayed water cannons at Taiwan?s boats to keep them away.

But instead of setting off a diplomatic crisis, no one appears to be taking Taiwan too seriously ? at least not yet.

As far as China is concerned Taiwan is still part of China even though a Nationalist Party set up a rival government in Taipei after losing the Chinese civil war to the Communists in the 1940s. Beijing believes it will capture Taiwan someday even though the two sides are now self-ruled. By that logic any new territory Taiwan locks in would eventually go to China anyway.

At the same time, Japan and Taiwan can hardly live without each other. The former World War II colonizer is today one of Taiwan?s top five sources of tourism. Common Taiwanese take fashion, food, and shopping cues from peers in Tokyo while a strong contingent of conservative Japanese lawmakers who dislike communist China embraces Taiwan as a friendly fellow democracy.

?Japan is probably the only country in the world that attaches strategic importance to Taiwan,? says Bonnie Glaser, a senior fellow with the CSIS Freeman Chair in China Studies.

But Taiwan?s leadership neither expects to conquer the tiny islets nor broker a peace deal. President Ma Ying-jeou?s government is, instead, intent on using the issue to fulfill an often failed, 4-year-old domestic pledge: expand clout among major world nations through informal ties usually described as soft power.?

China forbids its 170-plus diplomatic allies from engaging Taiwan directly. But Taiwan may hope its idea to be a regional peacemaker?will stimulate scholarly debate in the United States, putting Taipei on the map of high-level academic conferences, says Alexander Huang, strategic studies professor with Tamkang University in Taiwan. ?Ma has taken at least an initiative and a moral high ground,? Mr. Huang says.

Taiwan has also avoided bashing China with heated language (letting Japan handle that) over the disputed islets, though they make separate claims. That puts the two sides in the same boat as seen from Beijing. ?It embraces the one-China concept in Beijing?s eyes,? Mr. Huang adds.

That edge will make China happier, and Taiwan wealthier, when the two sides bargain over trade tariffs or investment rules.?

Making good on that pledge to expand clout matters now as President Ma Ying-jeou sees approval ratings of just 15 to 25 percent this year so far because of domestic issues such as rising prices and stubborn wages. Term limits would stop Mr. Ma from seeking a new term in 2016, but his Nationalist Party could inherit any approval problems he leaves behind.

Numbers of women in science and technology fields alarmingly low in leading economies

ScienceDaily (Oct. 3, 2012) ? In the first study of its kind, researchers have found that numbers of women in the science, technology and innovation fields are alarmingly low in the world's leading economies, and are actually on the decline in others, including the United States.

The study maps the opportunities and obstacles faced by women in science across the US, EU, Brazil, South Africa, India, Korea and Indonesia. It was conducted by experts in international gender, science and technology issues from Women in Global Science & Technology and the Organization for Women in Science for the Developing World, and funded by the Elsevier Foundation.

Despite efforts by many of these countries to give women greater access to science and technology education, research shows negative results, particularly in the areas of engineering, physics and computer science. Women remain severely under-represented in degree programs for these fields-less than 30% in most countries. In addition, the numbers of women actually working in these fields are declining across the board. Even in countries where the numbers of women studying science and technology have increased, it has not translated into more women in the workplace.

"These economies are operating under the existing paradigm that if we give girls and women greater access to education they will eventually gain parity with men in these fields," states Sophia Huyer, the lead researcher and founding executive director of Women in Global Science & Technology. "This has dictated our approach to the problem for over a decade and we are still only seeing incremental changes. The report indicates that access to education is not a solution in and of itself. It's only one part of what should be a multi-dimensional policymaking approach. There is no simple solution."

The data show that women's parity in the science, technology and innovation fields is tied to multiple empowerment factors, with the most influential being higher economic status, larger roles in government and politics, access to economic, productive and technological resources, quality healthcare and financial resources. Findings also show that women have greater parity in countries with government policies that support health and childcare, equal pay, and gender mainstreaming. One of the main findings is that few countries collect consistent and reliable sex-disaggregated data in all of these areas, which inhibits their ability to implement effective enabling policies and programmes.

"We found that the absence of any one of these elements creates a situation of vulnerability for economies that want to be competitively positioned in the knowledge economy," Huyer says. "No one country or region is ticking off all the boxes, and some are falling dismally short. This is a tremendous waste of resources. We are wasting resources educating women without following through, and we are missing out on the enormous potential that women represent."

"This broad and ambitious assessment is a critical starting point for measuring the participation of women and girls in science, technology and innovation in emerging and developing worlds," said David Ruth, Executive Director of the Elsevier Foundation, "This study identifies key areas of national strength and weakness, and we hope it will help form the basis of evidence-based policy making and aid going forward."

Spearheaded by Women in Global Science & Technology and the Organization for Women in Science for the Developing World, the report was funded by The Elsevier Foundation, which provides grant programs targeting women scientists in the early stages of their careers.

Anxiety forces George Michael to cancel tour

George Michael has canceled his tour in Australia due to the "major anxiety" he has suffered since contracting pneumonia last November, the singer announced on his website Saturday.

"By way of explanation all I can say at this time is that since last year's illness I have tried in vain to work my way through the trauma that the doctors who saved my life warned me I would experience," Michael's statement said. "They recommended complete rest and the type of post traumatic counselling which is available in cases like mine but I'm afraid I believed (wrongly) that making music and getting out there to perform for the audiences that bring me such joy would be therapy enough in itself."

Michael was hospitalized in Vienna last year with a life-threatening case of pneumonia, forcing him to cancel the remaining European dates for his?"Symphonica" tour at the time. He has just begun to resume that tour, and still plans to complete the UK dates in October. All nine of the scheduled Australian performances have been canceled, however, and refunds will be issued automatically.
