U.S. to Russia: Send Snowden home

The White House left no doubt on Tuesday that American patience with Russia playing host to NSA leaker Edward Snowden is wearing thin.

?The Russian government has an opportunity here to work with us,? press secretary Jay Carney told reporters at his daily briefing. ?This should not be something that causes long-term problems for U.S.-Russian relations.?

Washington and Moscow have been ?engaging on a number of important issues, both economic and security related issues, and we want to continue that relationship unimpeded by this issue,? Carney added. By turning over Snowden, or at least expelling him, Russia could ?resolve this situation that they have been dealing with now for three weeks.?

Could the dispute over Snowden lead Obama to cancel his planned attendance at he Group of 20 summit in Russia? Carney did not close out that possibility. "The president intends to travel to Russia in September for the G20 summit. And I don't have any further announcements."

By the standards of diplo-speak, that?s nearly a ?frank and candid exchange of views? ? code for an all out verbal fight.

?Our interest has always been in seeing him expelled from Russia and returned to the United States,? Carney told reporters.

?He should not be allowed to engage in further international travel except as necessary to return to the United States,? Carney said of Snowden, who is regarded in some quarters as a whistleblower for disclosing the incredibly broad sweep of NSA spying on American citizens.

?He is not a human rights activist, he is not a dissident,? Carney insisted. ?He is accused of leaking classified information, he?s been charged with three felony counts related to the leaking of classified information. And for those reasons he should be returned to the United States.?

Carney's comments came after Snowden's lawyer asked Russia to give the former NSA contractor-turned-secrets-spiller temporary asylum, saying his client could face persecution and even torture or death.

Carney repeatedly underlined that Snowden, if handed over, ?should be afforded every bit of due process here in the United States.?

Microsoft launches Outlook Web Apps for iPhone, iPad

Native apps carry over browser features

Microsoft has rolled out native iPhone and iPad versions of Outlook Web App. The iOS apps are aimed at organizations using Office 365 subscriptions with Exchange Online support, and replicate the features of the browser interface while implementing some functionality only possible with native code.

Basic options in the apps let users browse, sort, and flag email, and manage schedules via a calendar component. The latter supports checking whether rooms and people are free, and access to shared calendars. Voice commands can be used to search for a contact or schedule info.

In case of a limited security breach or someone changing jobs, the data in the OWA apps can be remotely wiped without affecting other content on an iPhone or iPad. For extra security, the apps use their own passcodes on top of ones enabled in iOS.

Both titles require iOS 6 or later. The iPhone version requires an iPhone 4S or 5, while the iPad release demands at least an iPad 2.

Florida Panthers sign Barkov, Markstrom

Moments after being taken by the Panthers with the second pick in the NHL Draft last month, Aleksander ?Sasha?? Barkov said his plan was to play in Florida this season.

Barkov took a step toward that on Monday by signing his first contract with the team, a three-year entry-level deal.

The Panthers also ended any sort of contentious negotiations it may have had with goalie Jacob Markstrom as he signed a two-year deal with the team on Monday as well.

?This is the deal that works for both sides,?? assistant general manager Mike Santos said after announcing the Markstrom signing.

?Jacob is, obviously, still a top prospect. As a goaltender sometimes it takes a little longer to develop. I think this was the right deal for him and for us. He?s by no means the complete goaltender we hope he will be someday. But, again, he?s young.??

Markstrom, a second-round pick in 2008, became the Panthers starting goalie last season after Scott Clemmensen struggled and Jose Theodore tore his groin March 2 in Carolina.

Markstrom went 8-14-1 in his 23 starts for the Panthers last season.

The 23-year-old goalie will have a two-way provision ? allowing him to be sent back to the minors ? in the first year of his contract. Markstrom gets a one-way deal in the second year.

?We were forced into that situation last year because of the injury,?? Santos said. ?He was thrown into a tough situation. Given the time he came up and all the injuries we had in the short season, I think it was difficult to expect him to come in and play to the best of his abilities.?

Santos said he expects a starting goalie to emerge during training camp and that Markstrom won?t be handed the job. That said, the Panthers apparently aren?t actively looking for another goalie to come in, although Santos said that could change.

Santos said he hasn?t spoken to Theodore, a free agent, since the end of last season. Theodore said he wanted to come back to the Panthers, but that doesn?t appear to be a likelihood. Clemmensen is signed for another season.

Markstrom wrote he was excited to sign and ?can?t wait for the season to start!?? on his Twitter account on Monday afternoon, moments after Santos broke the news of the signing.

With Barkov in the fold, the Panthers will be younger than they were at the start of last season.

Barkov is expected to not only join recent top draft picks Jonathan Huberdeau (20) and Erik Gudbranson (21) in the Panthers? lineup, but Alex Petrovic (21) and Nick Bjugstad (20) as well.

Veterans Ed Jovanovski (hip) and Kris Versteeg (knee) are coming off surgery and are expected to miss at least the beginning of the season. Those injuries could open the door for the likes of Vincent Trocheck and Colby Robak.

After scoring 21 goals with 27 assists in 53 games in the Finnish elite league over the past two seasons, there really was nothing left for Barkov to prove in Europe. He?s going to get his chance in the NHL in a few months.

Barkov is back in his native Finland after attending the Panthers? developmental camp last week.

Although he couldn?t participate in on-ice drills after having shoulder surgery last March, Barkov was able to assimilate himself a little better within South Florida and the organization.

Rookie camp, which Barkov is expected to participate in, will be held Sept. 4. Training camp begins Sept.?11 in Coral Springs.

?There was no sense of putting [the signing of Barkov] off,?? Santos said. ?One reason why we took him with the second overall pick is we thought he was going to have the ability to step right in. He?s played in a men?s league for the past two years.

?It?s a different situation than other top picks we?ve had recently. We thought they needed another year. We drafted [Barkov] because we feel he?s ready and able to play.?

Heat Wave Triggers 'Hyperthermia Alert'

The smoldering heat slamming the Northeast has triggered a hyperthermia alert in Washington, D.C., where residents are being urged to find air-conditioning and drink plenty of water.

The alert, issued just before noon today, was triggered by a 96-degree heat index, a measure of heat and humidity. And it?s only getting worse, according to the National Oceanic and Atmospheric Administration, which predicts afternoon heat indices in the 100s through the week.

?The alert is issued for homeless people, senior citizens and other vulnerable populations who may not have access to air-conditioning,? a spokeswoman for D.C.?s?Department of Human Services said, noting that the term ?hyperthermia alert? has been used by the government for at least 20 years.

Hyperthermia is an abnormally high body temperature, an imbalance that can cause dizziness, disorientation and, in severe cases, death. The most common forms are heat exhaustion and heat stroke, the latter of which occurs when the body is ?overwhelmed by heat? and unable to control its temperature, according to?the National Institutes of Health

Symptoms of heat stroke include dry, flushed skin, a sign that the body is no longer cooling itself through sweat. People with heat stroke might? also feel faint and confused, according to the NIH.

?Seek immediate emergency medical attention for a person with any of these symptoms, especially an older adult,? the agency says on its website.

Other signs of heat-related illness include:

  • Nausea, cramping or vomiting
  • Bizarre behavior, including combativeness
  • Lethargy or loss of consciousness
  • Staggering or convulsions

Older people are more at risk for heat-related illness because of changes to the skin and circulatory system that come with age as well as health problems and medications that interfere with the body?s ability to sweat, according to the NIH.

D.C. health officials are advising residents to stay cool and hydrated, recommending cold showers or baths for those in need of fast relief. They?re also urging neighbors to check in on one another.

The Department of Human Services has set up emergency shelters?and cooling centers for the homeless and a Hyperthermia Hotline, operated by United Planning Organization, for anyone who sees a homeless person in need of medical attention.

If you think someone might be suffering from a heat-related illness, the NIH recommends:

  • Getting the person into a cooled or shaded place
  • Applying a cool, wet cloth to the wrists, neck, armpits or groin
  • Encouraging the person to cool off with a shower or a drink if they can stand and swallow safely
  • If you suspect heat stroke, call 911

With a new head coach in Doug Marrone, new quarterbacks on the roster and a talented crop of players on both sides of the ball, Buffalo Bills fans have reason to be excited about their team?s prospects for the future. That said, the transition to being a winning team is unlikely to be immediate in 2013.

While EJ Manuel was a first-round pick in this year?s draft, he is unlikely to follow in the footsteps of the three rookie quarterbacks who led their teams to the playoffs last season. Manuel has the physical tools to be a very good franchise quarterback, but his game is considerably more raw than that of Andrew Luck, Robert Griffin III or even Russell Wilson coming out of college last season.

The addition of Manuel brings definite hope to the Bills for 2014 and beyond, but the quarterback situation continues to look concerning for 2013. Manuel is likely to have his share of rookie struggles should he start, while veteran free-agent addition Kevin Kolb may be a decent stopgap quarterback option but is unlikely to be a significant upgrade over Ryan Fitzpatrick.

The Bills have some significant areas of concern at other positions as well. Outside of wideout Stevie Johnson, the Bills have a lack of proven receiving threats on their offense. They are also weak at the left guard position and do not have a premier pass-rusher opposite Mario Williams.

The Bills appear to be headed in the right direction, but they aren?t ready yet to challenge the New England Patriots in the AFC East. But with a year for Manuel and much of the team?s other young talent to develop and mesh, the Bills have definite potential for playoff contention come 2014.

One area where the Bills are certainly already looking ahead to next offseason is the contract situation of free safety Jairus Byrd. Byrd is currently franchise-tagged by the Bills but remained unsigned as of Saturday night.

The deadline to sign franchise-tagged players to long-term deals is Monday, and a deal with Byrd is unlikely to happen, according to WGR?s Joe Buscaglia. Byrd could end up holding out for part or all of the 2013 season if he chooses not to sign his franchise tender, but the bigger concern for the Bills going forward is securing the status of one of their key defensive playmakers.

If the Bills end up having to replace Byrd next offseason, it will be one more area of still-necessary rebuilding in addition to addressing the team?s pass rush and left guard situations.

although I agree it will be a good chance in 2014 when this team starts to really contend this article seems pretty optimistic on their chances as well..

Daily Chronicle | U.S. Jamboree requires health-conscious Scouts

GLEN JEAN, W.Va. ? This year?s Boy Scouts of America?s national Jamboree is being billed as the most physically demanding in its history: There?s rock climbing, rappelling, whitewater rafting and biking. And Scouts will go about the sprawling, hilly landscape the old-fashioned way ? on foot.

Thousands of Scouts gather for 10 days starting Monday at a new location in West Virginia. Officials designed the 1,000-plus acre Summit Bechtel Family National Scout Reserve to take advantage of the Mountain State?s natural assets, and they also put into place new physical fitness requirements that eliminated morbidly obese Scouts from participating.

?Part of the design in building this site was to address the need for physical fitness in our youth, which of course is a longstanding component of Scouting,? said Dan McCarthy, director of the BSA?s Summit Group. ?We saw this as an opportunity to integrate some new challenges ... so we deliberately spread the site to enable us to encourage Scouts and basically require Scouts to move about the site by foot.?

This year, 30,000 Scouts ages 12 to 20 and their leaders were required to meet a threshold for body mass index and other health factors before being allowed to participate. Jamboree applicants with a BMI ? a measure of body fat determined through height and weight ? of 40 or higher were deemed ineligible. Those who fell between 32 and 39.9 faced providing additional health information to Jamboree medical staff.

Nationally, about 17 percent of children ages 2 to 19 are considered obese ? triple the rate from a generation earlier, according to the Centers for Disease Control and Prevention.

?We required a level of fitness in order to come to the Jamboree that we haven?t required before,? McCarthy said. ?And that has motivated an enormous return in terms of both kids and adults getting serious about improving their health.?

Soon, the Scouts will know why. Besides offering a whole lot of fun, dozens of venues will test their physical skills and fitness. At some point during the Jamboree, every participating Scout will be asked to take a 3-mile trek up a mountain.

Their reward: A barbecue waiting at the top.

?We certainly want to get the Scouts outdoors, challenge them and have a healthy lifestyle,? said Gary Hartley, the Summit?s director of community and governmental relations. ?We talk about the three C?s as kind of the pillars, and that is cardio, character and citizenship. We have all of those embodied here.?

From 1981 to 2010, the Jamboree was held every four years in Fort A.P. Hill, Va. That gathering on a flatter, borrowed Army base limited the size and scope of the Jamboree?s operations.

In 2009, southern West Virginia was chosen out of 80 proposals from 28 states as the Jamboree?s new home. Along with being the permanent home of the national Jamboree, whose theme is ?Go Big, Get Wild,? the Summit will serve as one of four high-adventure camps for the Scouts and will host the 2019 World Jamboree.

While Scouts will be roughing it outdoors, Hartley said walking won?t be that rough. It?s 1.5 miles from the furthest tent to the center of activity at the Summit, compared to 3 miles at Fort A.P. Hill.

Even the short, casual stroll isn?t meant to be boring. A 786-foot suspension bridge connecting two of the Summit?s six base camps to one of the outdoor activity centers has catwalks on either side.

The Summit?s offerings are numerous. There are simple activities such as fishing on four different lakes. There?s also the chance to get even wetter with whitewater rafting trips and learning to scuba dive and kayak in the Summit?s Olympic-sized pools.

Among the bigger, more extreme venues, there are 50 mountain bike trails. The 11 BMX tracks and jumps total the size of about five football fields. A paved skateboard park was built by the same team that designed venues for the Summer X Games, and it includes a bowl, a vertical ramp, street-style combinations and a foam pit for Scouts to try out new tricks.

?This is the exact opposite of ?no skateboards or roller blades allowed,?? Hartley said.

Some of the venue designs fit in with the BSA?s motto of building Scouts? confidence because they enable the youngsters to choose what fits their skill levels. Venues at Fort A.P. Hill addressed only the average skill set.

?Those are very different approaches to what we?ve done here that clearly is going to excite kids and provide opportunities that we?ve never had before,? McCarthy said.

The planning includes incorporating safety procedures into staff training and venue oversight. Scout leaders want to be careful that exercise doesn?t become exhaustion or worse.

In 2005, four adult Scout leaders were killed in an electrical accident on the opening day of the Jamboree. In the four days of intense heat that followed, more than 300 Scouts and visitors fell ill. In 1997, a Scout was killed at the Jamboree after the Army Humvee he was driving overturned.

U.S.-China Military Ties Growing, Pacom Commander Says

WASHINGTON, July 11, 2013 ? The military-to-military relationship between the United States and China is deepening in a ?quite commendable? way that may help improve overall engagement between the two countries, Navy Adm. Samuel J. Locklear III, commander of U.S. Pacific Command, told Pentagon reporters today.

During a news briefing, Locklear said he has spent the week here taking part in security, strategic and economic dialogues with Chinese officials, the last two gatherings hosted by the State Department.

?I think that the progress that we're making between our two militaries is quite commendable,? the admiral said. ?It?s commendable because we are able to have very good dialogue on areas where we converge, and there are a lot of places where we converge as two nations, and we're also able to directly address in a matter-of-fact way where we diverge.?

Those divergences are where the friction points occur, he said.

?And friction points are where militaries that understand each other can maybe not solve the friction,? Locklear added, ?but they can manage it so that diplomacy can continue to work.?

Locklear said both China?s military, the People?s Liberation Army, and the U.S. military, starting with his own Pacific-based troops, understand that and are committed to it.

?I think that alone is significant progress,? he added.

Locklear said the growing relationship is evident in events such as a large humanitarian relief exercise in which both nations? navies recently took part.

?U.S. and PLA ships and forces were working side-by-side,? he noted. ?That's substantial.?

Locklear noted the Navy?s USS Shiloh, a Ticonderoga-class guided missile cruiser, completed a port visit in China. Pacom, he added, will open port visits for Chinese ships in the future, though dates have not yet been confirmed.

He noted that China has agreed to participate in the Rim of the Pacific exercise in 2014. ?That's a big step for the Chinese military, Chinese navy,? Locklear said. ?They'll be entering a multinational three-week-long exercise that's basically run by the U.S. from the 3rd Fleet headquarters.?

The Chinese sailors will be near Hawaii for the exercise and thus a long way from home, the admiral noted.

?But they're excited about it,? he said. ?They're excited about coming and participating. And we wish them all the success.?

In response to a reporter?s question, Locklear said the two nations? forces ?have been able to conduct operations around each other in a very professional and increasingly professional manner,? especially in areas close to China. As China?s maritime capabilities increase, he said, the ongoing dialogue between it and the United States about rules of the road will become more crucial.

Because relatively young and inexperienced troops from both countries will encounter each other more often as China increases its reach and ?the U.S. presence in the Asia-Pacific is not going anywhere,? Locklear said, ?? we have to manage our ability to operate around each other.?

The admiral acknowledged China has a sophisticated ballistic missile program, and that it will likely acquire increasingly sophisticated military equipment as its reach continues to grow.

?We're already seeing some examples of that,? he said. ?We're seeing Chinese operating today in places beyond the first and second island chain that we wouldn't have seen before. We've seen them be able successfully do [anti-piracy] operations alongside of us in the Gulf of Aden. I think it's a natural thing as their global, economic power grows for them to have security interests that go beyond their backyard.?

The Chinese military is not a threat, but an opportunity, Locklear said in response to a question.

?If opportunity is not realized, then, as it would be with any other ? growing military, it potentially could become a threat,? he said. ?But I certainly view it and approach it as an opportunity. That's really the only best path forward.?

Israel tests rocket system: ministry

OCCUPIED JERUSALEM: Israel on Friday staged what it said was a planned test of a rocket propulsion system at a military base on the Mediterranean coast.

Israeli media, citing analysts, said the test appeared to be of a version of the Jericho ballistic missile with a range of at least 5,000 kilometres (3,100 miles), easily capable of hitting arch-foe Iran.

"This morning, Israel conducted a launching test from the Palmachim base of a rocket propulsion system," the Israeli defence ministry said in a brief statement.

"The scheduled test was pre-planned by Israel's ministry of defence and was carried out as expected," it said without elaborating.

In January 2008, Israel successfully test-fired a long-range ballistic missile, days after warning "all options" were open to prevent Iran from obtaining an atomic weapon.

Israel's Jericho ground-to-ground missile is believed to be capable of carrying a nuclear, chemical or biological warhead.

Israel was last believed to have tested its propulsion system in November 2011.

Israel and Western governments fear that Iran's nuclear programme masks a drive for an atomic weapons.

Iran denies any such ambition and insists its nuclear programme is for power generation and medical purposes only.

Israel is widely considered to be the Middle East's sole if undeclared nuclear power with an estimated arsenal of 200 warheads.

The test came as Israeli public radio said Prime Minister Benjamin Netanyahu and Finance Minister Yair Lapid met defence officials on Friday to discuss proposed budget cuts to conventional forces.

Reports say that as part of overall cuts in government spending, reductions are planned in the number of tanks, ships and planes, as well as the dismissal of thousands of career servicemen over the next year.

The radio said that Netanyahu had not yet given his approval.

New research shows how human activity deep underground combines with natural earthquakes far away to set off potent local temblors

The middle of Oklahoma has become an earthquake hotspot because of the oil and gas industry?and also from powerful temblors around the world. In the area near Prague, Okla., where wastewater from oil and gas production has been injected down disposal wells for decades, a series of earthquakes broke out following the massive magnitude 8.8 earthquake off the coast of the Maule region of Chile in 2010. According to a new paper published in Science on July 12, that makes the Prague earthquake not only the largest earthquake associated with wastewater injection but also the largest linked to another seemingly natural quake as an initiating trigger, despite the distances involved. And that suggests that such relatively small, remotely triggered earthquakes might serve as a warning sign of bigger shocks to come, according to geologist Nicholas van der Elst of the Lamont?Doherty Earth Observatory at Columbia University, who led the research.

Oklahoma is not alone. The Cogdell oil field near Snyder, Texas, had a similar reaction to the March 2011 massive magnitude 9.0 Tohoku earthquake in Japan, which caused a tsunami that resulted in more than 15,000 deaths and multiple nuclear meltdowns at the Fukushima Daiichi power plant. And the same Maule earthquake also set off a similar swarm of small quakes near the border of Colorado and New Mexico, where water was also being reinjected. "We were somewhat surprised, though, to find that the triggering actually foreshadowed the occurrence of moderate to large earthquakes at these sites, showing the buildup of underground fluid pressure," van der Elst notes.

The key is all that wastewater?pumped back down under pressure as part of oil and gas production, which is on the rise in the U.S. again. As van der Elst describes it, slow-moving seismic waves from the distant earthquakes squeeze that fluid in and out of the deep rock, setting off local rumbling. The same thing happens in natural underground water-filled formations, too, like the magnitude 7.9 earthquake near Denali, Alaska in 2002, which set off temblors in the Yellowstone Caldera and changed the timing of geyser eruptions.

Such man-made earthquakes are not rare at all, and some come quickly after injection of wastewater, as in quiescent Youngstown, Ohio, which endured a magnitude 4.0 quake after wastewater injection started at a nearby disposal well. The shaking has not recurred since pumping stopped.

That such wastewater injection triggers quakes comes as no surprise. Evidence for them began in the 1960s, when the weapon?making Rocky Mountain Arsenal near Denver attempted to dispose of hazardous chemicals by pumping the liquid underground. During four years of such disposal, the pumping triggered 16 earthquakes, even after the injection stopped. And the U.S. Geological Survey (USGS) deliberately triggered quakes in the Rangely oil field in northwestern Colorado to determine what types of underground pressures might set off temblors.

SAN FRANCISCO -- California was once the dream destination of millions of people. But now many are fleeing the Golden State, and much of it has to do with high taxes and a generally anti-business attitude.

Economic analyst Jonathan Williams of the American Legislative Exchange Council (ALEC) points out what California lost in just the year 2011.

"Nearly 250 companies of all sizes left California for one of the other 49 states," he said.

MyTime.com?CEO Ethan Anderson started at Google before striking out to create two new companies on his own.

"I am hearing almost every single day somebody saying 'I'm leaving California' because they're trying to avoid the high taxes," the San Francisco-based entrepreneur said.

Ex Post Facto Tax Laws?

Now California is even taxing backwards in time, deciding to demand more money from entrepreneurs, investors, and businesses for past years. It claims a tax break used by them is no longer valid, and it wants them to pay up, even for the last five years.

Anderson said California is telling people like him, "Now you guys owe us taxes going back five years ago, and we want interest on those taxes as well."

"It's a very scary environment to operate in when the rules of the game can change, not just going forward, but going back in time," Anderson said.

"California's a fantastic place to live. Don't get me wrong. It's just not a great place to do business," AdverseEvents founder Brian Overstreet told CBN News.

Overstreet, who started up two businesses in California, has suddenly found himself owing an extra $250,000 because of this sudden move by the state to impose back taxes for the past five years.

"It's the perfect time to start new businesses," Overstreet said of the present economic climate. "But when the state of California is telling you, 'We're going to change the rules on you after the fact by up to five years,' that puts a lot of strain and that puts a lot of questions into people's minds as to whether they really want to go through that or not."

Anderson shared Overstreet's sentiment.

"Looking forward when I want to start another business here...maybe not," Anderson said. "Maybe it's a little too risky because what if they make the business I'm doing illegal? Or what if they decide they want to do another 50 percent tax increase on my business?"

Texas Beckons
?
It's not just a matter of taxes, but of over-regulation and over-litigation. Texas Gov. Rick Perry has been launching verbal strikes into California to encourage unhappy companies to leave.

"When you have small businesses that it takes months if not over a year to get a simple permit to be able to build or do some work -- I mean the unions and the strangulation by regulation in California, it's just incredibly onerous," Perry told CBN News. "So they're doing a lot of things wrong."

Perry pointed to policies in Texas do just the opposite: free businesses up.

"Give people more freedom from over-taxation, over-regulation, over-litigation -- and it works," Perry concluded.

Overstreet said Texas and the especially hi-tech hub of Austin have such a wonderful reputation that they're tempting his business buddies to move there.

"I can tell you a number of them have told me specifically they are very seriously starting to look at that for their companies," Overstreet stated.

Eric Loeffel and his company Compass Learning have already made the move from California to Austin.

"It was hard for us to do business there, harder to do business there than it is to do business here in Texas," the Compass Learning CEO said of California.

The move was expensive, but the tax savings enormous.

"In the first year that we moved, we figured the savings was about a million dollars," Loeffel said.

One of the main benefits: no income tax in Texas, meaning a big hike in the paychecks of all the workers who moved.

"Everyone got an automatic increase in pay," Loeffel said with a big grin. "Automatic!"

Williams said the employers he knows talk about this all the time.

He paraphrased what they tell him: "Our employees are clamoring to leave high-tax locations that we have in California and go to lower cost-of-living states and lower tax states."

High-Tax States See Exodus

Now this urge to exit high-tax states has become a major national trend. Workers and businesses are fleeing in droves from the Top 10 high-tax blue states, like California, to the top 10 low-tax red states, like Texas.

"One American per minute has left one of the high tax states over the last decade," Williams stated.

That adds up to an exodus of about 4,500,000 Americans from the highest tax states to the lowest.

"People vote with their feet, and they're voting very strongly towards the low-tax states," the ALEC economist said.

"Talent and money are the most transferable things in this economy right now," Overstreet insisted. "And it doesn't much matter whether you work in Austin or California - if you can do better for yourself, you can provide your employees a better lifestyle, you have to be considering it."

If this trend continues, America could end up with a group of economically failing, possibly bankrupt states who chased their wealth away.

"You're going to lose your business leaders. And you're going to be left with a population that is more dependent on the welfare state," Overstreet pointed out.

Anderson agreed.

"California's going to end up getting less taxes than they would have gotten if they'd just left things alone because all these people who are generally wealthy are leaving," Anderson said.

Shooting the Golden Goose

Williams said lawmakers in well-to-do states are telling him they're frightened they'll be forced to someday bail out a bunch of deadbeat states.

"They say 'California's the new Greece. Why are we going to give our hard-earned tax dollars to bail out basket-cases like California and Illinois?'"

Anderson is worried his home state won't turn itself away from this economic downward spiral.

"California had so many gifts," he lamented. "How could this state actually be bleeding people? It seems like they're trying to shoot the goose who lays the golden egg."

WHO wants HIV patients treated sooner to save lives, halt spread

LONDON (Reuters) - Doctors could save three million more lives worldwide by 2025 if they offer AIDS drugs to people with HIV much sooner after they test positive for the virus, the World Health Organisation said on Sunday.

While better access to cheap generic AIDS drugs means many more people are now getting treatment, health workers, particularly in poor countries with limited health budgets, currently tend to wait until the infection has progressed.

But in new guidelines aimed at controlling and eventually reducing the global AIDS epidemic, the U.N. health agency said some 26 million HIV-positive people - or around 80 percent of all those with the virus - should be getting drug treatment.

The guidelines, which set a global standard for when people with human immunodeficiency virus (HIV) should start antiretroviral treatment, were drawn up after numerous studies found that treating HIV patients earlier can keep them healthy for many years and also lowers the amount of virus in the blood, significantly cutting their risk of infecting someone else.

"We are raising the bar to 26 million people," said Gottfried Hirnschall, the WHO's HIV/AIDS department director.

"And this is not only about keeping people healthy and alive but also about blocking further transmission of HIV."

Some 34 million people worldwide have the HIV virus that causes AIDS and the vast majority of them live in poor and developing countries. Sub-Saharan Africa is by far the worst affected region.

But the epidemic - which has killed 25 million people in the 30 years since HIV was first discovered - is showing some signs of being turned around. The United Nations AIDS programme UNAIDS says deaths from the disease fell to 1.7 million in 2011, down from a peak of 2.3 million in 2005 and from 1.8 million in 2010.

Swift progress has also been made in getting more HIV patients into treatment, with 9.7 million people getting life-saving AIDS drugs in 2012, up from just 300,000 people a decade earlier, according to latest WHO data also published on Sunday.

Indian generics companies are leading suppliers of HIV drugs to Africa and to many other poor countries. Major Western HIV drugmakers include Gilead Sciences, Johnson & Johnson and ViiV Healthcare, which is majority-owned by GlaxoSmithKline.

"IRREVERSIBLE DECLINE"?

Margaret Chan, the WHO's director general, said the dramatic improvement in access to HIV treatment raised the prospect of the world one day being able to beat the disease.

"With nearly 10 million people now on antiretroviral therapy, we see that such prospects - unthinkable just a few years ago - can now fuel the momentum needed to push the HIV epidemic into irreversible decline," she said in a statement.

The WHO's guidelines encourage health authorities worldwide to start treatment in adults with HIV as soon as a key test known as a CD4 cell count falls to a measure of 500 cells per cubic millimetre or less.

The previous WHO standard was to offer treatment at a CD4 count of 350 or less, in other words when the virus has already started to damage the patient's immune system.

The guidelines also say all pregnant or breastfeeding women and all children under five with HIV should start treatment immediately, whatever their CD4 count, and that all HIV patients should be regularly monitored to assess their "viral load".

This allows health workers to check whether the medicines are reducing the amount of virus in the blood. It also encourages patients to keep taking their medicine because they can see it having positive results.

"There's no greater motivating factor for people to stick to their HIV treatment than knowing the virus is ?undetectable' in their blood," said Gilles van Cutsem, the medical coordinator in South Africa for the international medical humanitarian organisation M?decins Sans Fronti?res (MSF).

MSF welcomed the new guidelines but cautioned that the money and the political will to implement them was also needed.

"Now is not the time to be daunted but to push forward," MSF president Unni Karunakara said in a statement. "So it's critical to mobilise international support... including funding for HIV treatment programmes from donor governments."

The WHO's Hirnschall said getting AIDS drugs to the extra patients brought in by the new guidelines would require another 10 percent on top of the $22-$24 billion a year currently needed to fund the global fight against HIV and AIDS.
